Understanding Common WhatsApp Broadcast Error Codes and Next Step Suggestions

When sending WhatsApp broadcasts through Qiscus, you may occasionally encounter delivery errors from Meta. This article explains the four most common error codes, what causes them, and what to do next.

Error 131049 — Message Not Delivered to Maintain Healthy Ecosystem Engagement

What it means

Meta limits how many Marketing template messages you can send to a customer who hasn't engaged with your business recently. This error means you've reached that limit for the recipient.

Why it happens

WhatsApp protects users from unwanted promotional content. If a customer hasn't replied to your messages, Meta restricts how many Marketing broadcasts you can send to them.

What to do

  • Wait for the customer to reply to your previous message. Once they respond, you can send one Marketing broadcast.

  • Use Utility or Authentication templates instead, since these aren't subject to the same engagement limits.

  • Avoid sending repeated Marketing broadcasts to unresponsive numbers — this increases the chance of further restrictions.

Error 130472 — User's Number Is Part of an Experiment

What it means

The recipient's number has been selected by Meta as part of an ongoing experiment that measures how WhatsApp message volume affects user experience and engagement.

Why it happens

This isn't an issue with your account, your template, or your customer's number. Meta periodically runs these experiments to evaluate the impact of business messaging on the WhatsApp ecosystem.

What to do

  • No action is required on your end. The restriction is temporary and managed by Meta.

  • For time-sensitive communication, reach the customer through another channel such as Email or SMS.

  • Continue your normal sending behavior. Once Meta removes the number from the experiment, your messages will deliver again. Please try within 24 hour to 7 days.

Error 131050 — Recipient Has Opted Out of Marketing Messages

What it means

The customer has tapped "Block" or "Stop promotions" on previous Marketing messages from your business. WhatsApp now blocks all Marketing template messages to this number.

Why it happens

WhatsApp gives users direct control over the promotional messages they receive from businesses. When a customer opts out, that preference is permanent until they re-engage with your business.

What to do

  • Respect the customer's preference. Don't attempt to resend Marketing messages to this number.

  • Use Utility or Authentication templates for essential notifications such as order confirmations, shipping updates, or one-time passwords — these aren't affected by Marketing opt-outs.

  • Remove the number from future Marketing broadcast lists to protect your sender quality rating.

Error 131026 — Message Undeliverable

What it means

WhatsApp couldn't deliver your message to the recipient. The cause sits with the recipient's WhatsApp account or device, not with your message or template.

Why it happens

Common causes include:

  • The customer hasn't accepted WhatsApp's latest Terms of Service

  • The number isn't registered or active on WhatsApp

  • The customer's WhatsApp app is running an outdated version

What to do

  • Verify that the recipient's number is active on WhatsApp.

  • If you have an alternative channel, ask the customer to update their WhatsApp app to the latest version and accept the current Terms of Service.

  • Once the customer's account is back in a valid state, retry sending the message.
