Why Is My WhatsApp Business Tier Still 250/24h Even Though the Account Is Verified?

All Accounts Start from the Lowest Tier According to Meta’s documentation, all businesses start from the lowest messaging tier, regardless of verification status. The tier will increase automatically as usage grows, not just because the account is verified. Verification Does Not Affect Messaging Limits Verification (including obtaining the green tick/Official Business Account) does not directly impact messaging limits. The daily message cap is determined by:

  • Usage patterns (how many unique users you contact)

  • Message quality (whether users block or report your messages).

By default, new business phone numbers are limited to 250 delivered messages, but this limit can be increased to:

  • 2,000 (by completing a Scaling paths)

  • 10,000 (via automatic scaling)

  • 100,000 (via automatic scaling)

  • Unlimited (via automatic scaling)

Scaling paths

  • Verify your business

  • Have your solution provider verify your business (if you were onboarded by one)

  • Send 2,000 delivered messages outside of customer service windows to unique WhatsApp user phone numbers in a 30-day moving period, using templates with a high quality rating.

Once you complete one of these paths, Meta will analyze your message quality. Based on this analysis, your number's eligibility for automatic scaling will either be approved or denied:

Approvals
If you are approved, Meta will immediately increase your business phone number's messaging limit to 1,000 and notify you by email and developer alert.

Denials
If you are denied, Meta will keep your business phone number's messaging limit at its current level and notify you by email and developer alert.


Automatic scaling

Once your business phone number's messaging limit has been increased to 2,000, Meta will determine if it should be increased further according to the following criteria:

  • Your business phone number is connected

  • Your business phone number quality rating is Medium or High

  • In the last 7 days, your business has utilized at least half of your current messaging limit

If this criteria is met, Meta will increase your phone number's limit by one level, 24 hours later. If its quality rating has been set to Flagged for the last 7 days, however, Meta will decrease its limit by one level, immediately.
