Please note that very few businesses meet Facebook's official business account criteria and Not every WABA account can get a Blue tick or WhatsApp Official Account Badge, and the decision for the blue tick approval or rejection is 100% coming from Facebook team with the criteria they have determined.
In order to get a Blue tick, your account must represent a well-known, often searched brand or entity. Facebook reviews account that are featured in multiple news sources, and the Facebook team doesn't consider paid or promotional content as sources for review.
The criteria itself been never disclosed by the Facebook team, it is something that they decided internally.

Once your Blue tick request got rejected, you can ask us to resubmit only after 35 days of the last submission because Facebook gives a limit on how soon a business can resubmit a blue tick request.
